Zayed Authority for People of Determination Signs Partnership Agreement with “Noor Al Sahraa” Company

to Enhance the Employment and Training of People of Determination in the Road Signage Industry


Zayed Authority for People of Determination has signed a new partnership agreement with Noor Al Sahraa General Contracting Company, reflecting a qualitative advancement in cooperation between the two entities following the tangible results achieved during the previous phase. This collaboration resulted in the production of 341 road guidance signs within the Authority’s vocational training workshops, in addition to the employment of 15 people of determination at the company’s worksites in specialized technical and administrative roles.

This signing confirms the transition from a successful pilot project to a broader, more sustainable strategic partnership aimed at empowering people of determination and integrating them into the infrastructure sector through genuine career pathways.

The agreement was signed in Abu Dhabi by His Excellency Abdullah Abdulali Al Humaidan, Director General of Zayed Authority for People of Determination, and Engineer Ali Mustafa Saleh Al Basyouni, General Manager of Noor Al Sahraa Company, in the presence of several officials from both sides.

The agreement builds on the successes achieved during the first phase of cooperation, which witnessed the launch of a specialized project to train people of determination within the Authority’s vocational training workshops, equipping them with the practical skills required to work in the road signage industry, in addition to preparing the company’s work environment to ensure its readiness to receive them.

Under the agreement, Zayed Authority for People of Determination will provide specialized training programs and nominate trainees for suitable job opportunities within the company. The Authority will also train Noor Al Sahraa employees on best practices for interacting with people of determination, while the engineering affairs team will inspect facilities and ensure their readiness to accommodate different disability categories.

In return, Noor Al Sahraa Company commits to training and employing people of determination according to available vacancies in its projects, recruiting graduates of vocational workshops upon completion of the required training, sponsoring carpentry and printing workshops, supporting the production of road signage, contributing to the production of company uniforms within the Authority’s workshops, supporting community events and initiatives, and participating in the construction of a dedicated sports field for people of determination within the vocational rehabilitation unit.

His Excellency Abdullah Al Humaidan affirmed that this agreement represents a pivotal step toward strengthening the professional empowerment of people of determination, noting that it aligns with the vision of the Abu Dhabi Government to build a comprehensive and sustainable model that ensures real employment opportunities and supportive work environments. He added that the previous phase of cooperation demonstrated the ability of people of determination to innovate and produce in specialized fields, serving as a strong incentive to expand partnerships with the private sector.

For his part, Engineer Ali Mustafa Al Basyouni expressed his pleasure in partnering with Zayed Authority for People of Determination, emphasizing that the company views this agreement as a national responsibility reflecting its commitment to supporting all segments of society. He noted that people of determination possess unique capabilities that enable them to work efficiently in infrastructure projects, and that cooperation with the Authority will allow them to develop practical skills that contribute to building vital products serving the road sector in the Emirate.

This agreement represents a practical extension of the previous cooperation between the two parties and reaffirms their continued joint efforts to create quality employment opportunities for people of determination and enhance their participation in vital sectors, thereby achieving greater independence and strengthening their role in the journey of development.
